Women's sport in Iran is not limited to physical activity and competitive performance; it is also connected with women's dignity, Islamic-Iranian identity, family, social participation, and cultural representation. This study aimed to systematically analyze the statements of the Supreme Leader of the Islamic Revolution concerning the role and position of women in sport and to identify their conceptual and policy implications. A qualitative thematic analysis was conducted. The corpus consisted of official speeches, messages, and meetings from 2011 to 2023. Thirty-six documents were initially identified through purposive searches, and 24 documents were selected as final units of analysis according to predefined relevance criteria. Data were examined through open, axial, and selective coding. The analysis produced 67 concepts, 23 sub-themes, and five overarching themes: dignity and identity of Muslim women; cultural role modeling and global engagement; structural, managerial, and institutional support; strengthening the family and the social functions of women's sport; and Islamic identity and cultural safeguarding. The findings indicate that women's sport is conceptualized as a multidimensional cultural, social, identity-based, and policy-oriented field. An indigenous framework for women's sport development therefore requires the simultaneous integration of dignity and identity, equitable opportunities, institutional support, cultural role modeling, and preservation of Islamic-Iranian identity.
